## 1. Executive Abstract

On 17 January 2030, at 03:41:07 UTC, RELAY-08 — the northernmost node of the GRID-8 deep-listening array — registered eleven pulses per cycle where the array's design baseline is eight. GRID-8 has operated continuously since 2024 as an early-warning network for seismic and infrasonic events, and in six years of continuous record it has never logged an unexplained ninth pulse. It logged three on the night of the sixteenth, and then the count did not fall back.

The pulses are not seismic. They carry no P-wave/S-wave pairing, no surface-wave dispersion train, no depth phase. They do not attenuate with distance in the manner of a propagating acoustic event; amplitude at RELAY-08, RELAY-06 and RELAY-02 varies by less than 1.4%, which is the signature of a field, not of a source. They arrive on a repeating figure of eleven against eight — grouped 3+3+3+2, at 160 milliseconds per pulse, one full measure every 1.76 seconds — with inter-pulse intervals holding to within 0.7 milliseconds across 932,727 consecutive measures. Nineteen days. Random processes do not hold a rhythm for nineteen days. Clocks do.

Array saturation reached 94.8% at 04:02 UTC and has not fallen below 93.1% since. During waveform visualization, analysts observed a blue luminescence along the leading edge of every pulse — a spectral shift with no counterpart in the acoustic data, consistent with Cherenkov radiation: the optical signature of a disturbance moving faster than the medium it is moving through. We are aware of what that implies about the medium.

The working conclusion of this office, recorded here on the day of discovery, is that GRID-8 did not detect a transmission. It detected a refresh. The eleven-pulse figure is a raster sweep — the line-by-line redraw of a display, captured by instruments built to listen for the earth and therefore deaf to the screen. Project CHERENKOV was stood up at 19:00 UTC on 17 January 2030. This file is its founding document. It is released at clearance tier 1 because the reader should be able to verify the arithmetic before being told what the arithmetic means.

Definitions, because the words above are load-bearing. *Saturation* is the fraction of the array's dynamic range occupied by non-background energy, integrated across all eight relays and normalized against the 2024–2029 baseline. It is not a measure of loudness. It is a measure of how much of the instrument's attention is consumed, and 94.8% means the array is nearly full of something that is not the earth.

*Checksum drift* is the residual between the raw buffer and its verification hash after each 24-hour block. A drift of +0.004 bits per block is within tolerance and has been since commissioning. It is recorded here only because it is the one number in this table that is not alarming, and because the reader will want to know that the record itself is intact. The data is not corrupted. The data is reporting something the people who built the instrument did not include in its design.

*Coherence* is the phase agreement of the pulse train across relays separated by up to 3,900 kilometers. At 0.9991, the eight sites are not hearing the same event from different angles. They are reading the same buffer.

One anomaly is withheld from the summary table because it does not format as a number. The eleventh pulse is present in the aggregated array record and absent from the raw buffer of every individual relay, including RELAY-08. Seven instruments see eight pulses. Eight instruments, summed, see eleven. The pulse exists only in the sum. Three analysts have independently confirmed this and all three used the same word for it, unprompted: *interpolation*. The array is not adding a pulse. It is resolving one that was always there and that no single instrument is wide enough to hold.

The eleventh pulse is the first piece of a shape this office has spent six years failing to name. Wheeler and Feynman once proposed — half in jest, and never in writing — that there is only one electron in the universe, shuttling forward through time as a particle and backward as its own antiparticle, so that every electron ever observed is the same particle caught at different points of a single worldline. The array is now behaving as if that joke were a specification: one beam, sweeping, drawing the frame before the previous frame can be inspected. And if the refresh is real, then the saturation figure above is not a sensor limit. It is a census. Eight billion conscious observers, each one a query against the same finite address space, and the address space is nearly full. The sections withheld below — the field notes of the operator who first heard the carrier, and the hardware annex — explain what is scheduled to happen to the population before 2030. Verify the arithmetic in Sections 1 and 2 first. Then decide whether you want to know what the arithmetic is for.
